Wow, this is in my hometown. And that is indeed a reputable tattoo shop, my friend got his septum done there and it came out fine, and they knocked $20-30 off the price because he brought his own jewelry (they were out of horseshoes I guess) which is not something piercers usually do. If you’re in the area and you want a dermal or surface piercing I highly suggest going to Tempest in Hopewell Junction, NY.
